Ruxianguli, member of the Shenzhen Municipal Committee of the CPPCC and National Class-A Performer: step up the recruitment of senior arts talent and cultivate the city's cultural depth

At this year's Shenzhen Two Sessions, Ruxianguli — member of the Shenzhen Municipal Committee of the CPPCC and National Class-A Performer — put forward a proposal on improving the criteria for identifying talent and strengthening Shenzhen's recruitment of high-level literary and artistic talent. She said that while Shenzhen builds its "ten major cultural facilities," it should also keep bringing in first-rate talent in culture and the arts, which would do much to cultivate the city's cultural depth.

Ruxianguli said that experts recognised by the national federation of literary and art circles, and winners of authoritative, artistically significant and professional awards, are classified in Shenzhen as Category B and Category D talent. In her view the criteria for identifying talent in culture and the arts need improvement, and such people should be placed in Categories A and B. "Compared with Beijing and Shanghai, Shenzhen is relatively short of cultural talent, especially high-level talent in culture and the arts. I call here for those who have won first prizes and gold awards in national competitions to be listed as Category A talent in culture and the arts — the Mao Dun Literature Prize, for example — which would fill the gap Shenzhen has had in the Mao Dun Literature Prize over the past 40 years." A member of Shenzhen's arts community, Ruxianguli gave a big "thumbs-up" to the efficiency of the municipal government in handling proposals: "Every step was followed closely, with prompt feedback, each link connected to the next — that is Shenzhen speed!"
